The article characterizes the most important features of the development of education in Russia during the reign of Empress Catherine II in the second half of the XVIII century (1762-1796). The work of progressive figures of education F.I. Yankovich de Mirievo and I.I. Betskoy on the creation of an education system in Russia, the opening of major and small public schools and the Smolny Institute of Noble Maidens is shown. The description of the content of the work of these educational institutions is given. Attention is paid to showing how the education system was implemented in the Russian province (on the example of the Vyatka province). The views of prominent teachers and thinkers of the time N.I. Novikov, G.S. Skovoroda, A.N. Radishchev are revealed.
