Pisacane believes in the “resurgence of peoples”, who understand how easy it is to train warriors and compose armies. The same “will know the merits of the modern art of warfare”, even if “the art of war must no longer be the monopoly of a few, but the whole nation must be a warrior”, because “there must be no difference between the state of war and that of peace”. An educational model that perceives “the influence of the pre-eminent education», for the “soldier” and, therefore, for the “armed nation”, founded on the conviction that “the cause for which it fights is just and useful for all”, that “military orders and institutions have been discussed and adopted by the whole nation”, that “the leaders are the ones, that the army itself has judged the best” and that “disobedience would be universally disapproved”.
