Abstract

This article discusses the history of lobbying formation and the meaning of lobbying as a political and legal concept. US statutory acts regulating lobbying and issued since 1852 are analysed. Special attention is paid to representation of group interests in the Russian Empire, the USSR and the Russian Federation nowadays. The author analyses the reasons for formation of lobbying, the models of lobbying (European and American models), defines the legal purpose of lobbying, systemizes types, forms and methods of lobbying using the examples of the United States and certain EU member-states, as well as discusses the persons engaged in lobbying activities.
